Board Chair
Dr. Kevin Railey
Provost and Vice President for Academic Affairs, St. John Fisher University
As provost and vice president for academic affairs at St. John Fisher College, Dr. Kevin Railey is responsible for academic leadership and administration in the areas of planning, developing, implementing, and assessing all academic programs and services. He provides leadership and supervision for the College’s School of Arts and Sciences; School of Business; Wegmans School of Nursing; Wegmans School of Pharmacy; the Ralph C. Wilson, Jr. School of Education; Lavery Library; and numerous areas of academic affairs. In addition, he is a member of the President’s Cabinet and the Senior Staff. Before joining Fisher, Dr. Railey served as associate provost and dean of the Graduate School at Buffalo State College, a role he had been in since 2007. In that role, he guided the College’s efforts by leading initiatives to advance scholarly and creative pursuits; led and coordinated initiatives to accomplish strategic and academic goals; served as administrative liaison and organized efforts for the application to achieve the Carnegie Classification for Community Engagement; and managed a comprehensive professional development program for campus constituents, among other responsibilities. In addition, as graduate dean, he worked with the deans of the four schools to advance the vision of graduate education at Buffalo State. He has received several awards for his work including the President’s Award for Excellence in the Advancement of Equity and Diversity in 2003, the SUNY Chancellor’s Award for Excellence in Scholarship and Creative Activities in 2005, and the Muriel A. Howard Award for Service Leadership in 2016. Dr. Railey received a bachelor’s degree in English from the State University of New York at Albany and went on to earn a master’s degree and Ph.D. in English from the State University of New York at Stony Brook.

Dr. Wanda Cooper
Director of Institute for Civic and Community Engagement, St. John Fisher University
Wanda has more than 20 years of experience and an extensive background in the non-profit sector. She has a Bachelor’s in Community and Human Services from SUNY Empire State College. She is pursuing her doctorate in Organizational Change and Leadership at the University of Southern California. Wanda has earned several community and academic awards and has served on many boards and committees. She currently serves as the Chief Operations Officer at the Urban League of Rochester. Wanda has also participated in several initiatives to empower women and young girls. By sharing her story of overcoming domestic violence, she has influenced numerous women to pursue better personal relationships, career paths, and educational goals. Wanda understands the importance of respecting all people, which is of the utmost importance for our society - where families are experiencing significant losses, difficulties, poverty, etc. She believes that the best and only approach to serving our community is to meet each individual with the utmost respect and to partner with those in need to find the best way to help.

Shanai Lee, MBA, Ed.D.
Founder and Executive Director, READY, Inc.
Dr. Shanai Lee was raised in Rochester, educated in the Rochester City School District, and has had a successful career in urban education and local government. She is currently the Rochester Education Fellow at Rochester Education Fellowship. Before joining Rochester Education Fellowship, Shanai served as the Regional Senior Director for Uncommon Schools in Rochester. She managed the external affairs and stakeholder engagement initiatives for True North Rochester Preparatory Charter Schools. She also served the children and families of Rochester for more than a decade as the District Clerk and senior staff member of the Rochester Board of Education. Shanai has also worked as a Marketing Specialist for the City of Rochester, assisting neighborhood commercial businesses by determining needs, securing technical and financial assistance resources, and implementing business and neighborhood outreach programs.

Marilynn Patterson Grant, Ed.D.
Ed.D. Owner, M.P. Grant, LLC
Dr. Marilynn Patterson Grant is the immediate past Program Director of the William and Sheila Konar Foundation in Rochester, New York. In this role, she was responsible for the day-to-day operations and grant-making process for this family foundation established in 1982. She’s provided executive coaching at East High School in Rochester, NY; Washington, DC; Norwalk, Connecticut; Baltimore, Maryland; and Kenosha, Wisconsin. Dr. Grant is the former Deputy Superintendent for Teaching and Learning in the Rochester City School District (RCSD). As the Deputy Superintendent, Dr. Patterson Grant managed over $60 million and provided leadership for 391 employees and 30 direct reports. Key milestones during her tenure included the expansion of summer school offerings for credit recovery and students’ academic and social development. During the 2009 school year, over 10,000 students, 1/3 of the student population, were enrolled in some extended learning. Implementation of the district’s first online credit recovery program to support the academic achievement of students who had fallen behind academically. She established the district’s first online (mandated) curriculum for English and Math and a series of benchmark assessments, grades K to 9. In 2009, 56% of Rochester City School District students in grades 3 to 4 made historic gains on New York State English Language Arts exams by meeting or exceeding standards, up 47% in 2008. In 2009, 63% of RCSD students enrolled in grades 3 through 8 met New York State mandated math standards, an increase over previous years (2008-55%; 2007-39%; 2006-32%). During the 2008 school year, there was a significant increase in the high school graduation rate, rising to 52%. At that time, the national average hovered around 72%. An increase in Advanced Placement courses made available in Rochester high schools, focusing on expanding opportunities for more low-income and diverse students being given opportunities to pursue accelerated academic work. Marilynn is the proud former Principal of Joseph C. Wilson Magnet High School, and she served in this capacity for four years. In 2006, the Newsweek-Washington Post Poll ranked Wilson #24 among America’s Most Challenging High Schools. This ranking was based on an analysis of the degree to which Wilson students were exposed to rigorous academic study through Advanced Placement courses.

Marlene Blocker
Superintendent, East High School
Marlene Blocker is the superintendent of East Upper and Lower Schools, formerly East High School in Rochester, NY, a position created through a unique partnership of the New York State Education Department, Rochester City School District, and the University of Rochester. As East's Educational Partnership Organization (EPO) superintendent, Ms. Blocker is responsible for sustaining a school reform model that can be replicated in urban settings throughout the United States. In 2015, Ms. Blocker was an integral part of a team (led by Dr. Shaun Nelms) tasked with creating and implementing a school transformation model for East. At that time, East was the lowest performing school in the lowest performing district in New York State. East’s graduation rate the year prior was 29%. In the eight years Ms. Blocker was Principal of the East Upper School, the school increased its graduation rate to 85% under her leadership. She also expanded the Career in Technical Education (CTE) program to include pathways in Culinary Arts, Information Technology, Computer Technology, Biomedical Health Sciences, Business and Computer Essentials, Precision Optics, Teaching and Learning, and Vision Care. A veteran educator, Ms. Blocker’s wide range of experience includes classroom teacher, Lead Teacher/Mentor, Assistant Principal, Founding Principal, Mentor Principal, Elementary, Middle, and High School Principal, Adjunct Professor, and Leadership Coach at the University of Rochester. She was also an Asia Society Site Review Team Principal and served as a United States Bridge Delegate to China. Her work has not gone unnoticed, earning her the St. John Fisher University Educational Leadership Distinguished Alumni Award and James E. Allen Leadership Award from the School Administrators Association of New York State (SAANYS). Ms. Blocker holds degrees from the University of North Carolina at Chapel Hill, SUNY Brockport, and St. John Fisher University. While at Chapel Hill, Ms. Blocker played on its Division 1 Women’s Basketball team.

Shane Wiegand
Co-Director of the Antiracist Curriculum Project at Coordinated Care Services Inc.
Shane Wiegand is the Co-Director of the Antiracist Curriculum Project at Coordinated Care Services Inc. a teacher-led initiative to educate our community on our shared history of racist policies and resistance. He formerly was a fourth-grade teacher in the Rush Henrietta Central School District. He attended SUNY Geneseo and earned his Bachelor’s degree in Childhood and Special Education and a Master’s degree in Childhood Multicultural Education. Shane and his wife Jennie live in the Beechwood Neighborhood. Shane is a former board member of the Beechwood Neighborhood Coalition, chairs the Connected Communities Education Committee, and serves on the board of the City Roots Community Land Trust.

Kevin Kelley AICP
Manager of City Planning, City of Rochester
Kevin Kelley joined City Hall in 2013 and is the Manager of City Planning within the Mayor’s Office. In that role, he serves on the Mayor’s Senior Management Team. He has managed a variety of city-wide and neighborhood plans and studies including work in the Marketview Heights neighborhood, East Main Arts & Market District, West Main Street corridor, and several Downtown initiatives. Most recently, he was one of the primary authors and planners that developed the award-winning Rochester 2034, a bold new comprehensive plan for the Flower City. In 2018, Kevin led a multi-disciplinary team in the creation of ROC the Riverway: A Vision Plan for the Future of Rochester’s Genesee Riverfront. This initiative helped to secure over $100M from New York State that will leverage significant City and private sector investment in downtown and the core of our riverfront. The City Planning team is also involved in a variety of policy initiatives, including work related to public art, healthy food access, housing, zoning, and cannabis-related businesses. Prior to coming to the City, Kevin worked for eight years as a city and town planning consultant for communities throughout New York State. He has managed a broad range of projects, applying his knowledge of planning techniques and best practices in land use, urban design, neighborhood revitalization, zoning, and multi-use trail projects. He has a particular focus on downtown revitalization and bike and pedestrian infrastructure and policy. Kevin is a member of the American Institute of Certified Planners and the American Planning Association. He is a 20-year city resident, a bicycle commuter, an aspiring woodworker, and a father of three kids that will no doubt change the world! He brings a passion for urbanism, sustainable policy and design, healthy living through active transportation, and the impact of the built environment on community vibrancy.

James Laughlin
Senior Pastor, Joy Community Church, Beechwood
Pastor James Laughlin is pastor of Joy Community Church in the Beechwood community. Pastor Laughlin and his wife Greta have been pastoring at Joy for eight years. Pastor James just recently completed his Masters of Arts Degree in Transformational Leadership at Northeastern Seminary at Roberts Wesleyan College. Pastor James’ life purpose is to remove any obstacles or limitations that would prevent people from discovering their call, gift, and potential so they can be fruitful and fulfilled. Pastor James is also the Executive Director of the Gerhardt Neighborhood Outreach Center (GNOC) in the Beechwood community. As Executive Director, he has overseen the various programs that the GNOC offers. These programs include a doctor’s office, a free weekly hot meal, a grocery giveaway, a counseling center, a youth program, a transitional program that houses women in crisis, and a baby supply support area (clothing, diapers, etc.). The vision of the GNOC is to transform our community by providing the resources and tools to help people better their lives.

Chantz B. Miles, Ed.D.
Entrepreneur in Residence and Visiting Assistant Professor, St. John Fisher University
As Entrepreneur-in-Residence and Visiting Assistant Professor at St. John Fisher University, Dr. Chantz B. Miles is responsible for teaching courses in entrepreneurship, mentoring students in both the Entrepreneurship and Investment Clubs, and connecting students with internship and experiential learning opportunities in the community. He also guides students in their pursuit of competing in business plan and entrepreneurship competitions. Additionally, Dr. Chantz B. Miles is the founder and CEO of the Mpowerment Group LLC. Chantz's professional experience comprises over 15 years of leadership, of which 10 have been in executive leadership. Chantz is a serial entrepreneur who has owned multiple successful businesses. Most recently, Chantz was a co-owner of a startup venture that he helped grow to 100 employees in 5 years. Chantz has experience consulting small business owners, nonprofit organizations, and nonprofit board guidance. Chantz is a transformational leader with a broad background in working with nonprofit and for-profit business organizations. His leadership and experience include, but are not limited to: leadership development, professional and personal coaching, strategic planning, human resources management, staff training and development, organizational development, and program development. Chantz holds an Ed.D in Executive Leadership from St. John Fisher University. In addition, Chantz received an A.S. Degree in Business Administration with a concentration in management from Monroe Community College, two BS degrees; one in Business Administration with a concentration in management and another in Economics with a concentration in finance from SUNY College at Buffalo, and an Executive MBA from the Rochester Institute of Technology. While in college at SUNY College at Buffalo, Chantz ran track and field, participated in nine student organizations, received the prestigious SUNY Chancellors Award, and was named a Who's Who in Colleges and Universities award recipient. Dr. Miles's research has concentrated on implementing organizational culture and technology to further organizational effectiveness in charitable nonprofit organizations. He also sits on several local nonprofit boards.

Shanterra Randle-Mitchum
Program Director, Teen Empowerment
Shanterra and her husband are fully invested in transforming the city of Rochester. They both work and live in the city, purchasing their first home in the Beechwood community, where they raise their three beautiful creations. Shanterra has over 15 years of experience in the non-profit sector, specifically in youth, education, and program development. Beginning this work at a young age, she has traveled the nation, presenting and providing expertise on youth voice, power, and engagement. Shanterra Mitchum is the Director of Programs at the Center for Teen Empowerment Rochester. This youth organizing agency works to employ, train, and empower youth to, in collaboration with adults, create peace, equity, and justice in their communities and institutions. She obtained her Bachelor's degree in adolescent inclusive education and history and her Master's Degree focusing on the history of structural racism in Rochester's housing, employment, and educational systems. Shanterra has served on many boards and committees addressing economic and racial disparities in our most marginalized communities. As a certified anti-racism facilitator and a Young Black woman in leadership, she continues to work to not only bridge the gap between youth and adults in our community but to create more pathways for women of color to gain access to top leadership positions in non-profit organizations and lastly to deepen the understanding of how structural racism, economic and social disparities impact us all.

Clayton Jones
Senior Director of Local Government and Community Relations, University of Rochester
Clayton Jones is the Senior Director of Local Government and Community Relations at the University of Rochester. In this role, Clayton is part of a dynamic team that leads the University's Government and Community Relations efforts across the federal, state, and local levels of government. He directs the day-to-day local government, neighborhood, community, civic, and regional relations activities and advocacy for the University of Rochester and its affiliates. Through his role, Clayton interacts internally with a broad spectrum of University administrators, faculty, staff, community-facing university programs and services, committees, and student organizations. Born and raised in the City of Rochester, Clayton considers himself fortunate to help connect the University with its surrounding communities, helping to inform, engage, and connect the University with all local sectors to help advance shared challenges and priorities. Clayton is a proud graduate of the Florida A&M University and the Florida State University.

Family Services Director, Greater Rochester Habitat for Humanity​
Born and raised in the city of Syracuse, I relocated to Rochester, NY in 2016 after graduating from SUNY Alfred State College with my bachelor’s degree in human services management. Shortly after relocating, I began my career with Habitat where I have taught and continue to teach financial literacy to families seeking affordable homeownership, developed a robust critical home repair program that now operates in 3 counties, and expanded our credit counseling services: all while discovering a passion for my community along the way. While advancing my career, I continued my education at the Project Management Institute, earning my PMP in 2021 and expanded my personal development as a member of the Connected Communities Housing Committee and as a United Way Emerging Leaders graduate, class of 2023. As a first-time homeowner in EMMA, I strive to empower others and inspire true community advancement without displacement. I strongly believe in loving thy neighbor, and that a community cannot strive unless we take care of one another. Outside of my career, I am a proud dog mom and wife who loves to paint in my free time and make the most of quality time with loved ones.

Kevin Graham is a seasoned professional with over three decades of diverse experience across customer service, energy programs, employee development, and strategic operations. As Manager of Strategic Operations & Employee Development at Soulstainable Living LLC, Kevin collaborates with senior leadership to drive organizational success, enhance operational efficiency, and empower staff through tailored development programs. Previously, Kevin served as Manager of Customer Support USA at Safran Trusted 4D Inc., where he ensured the seamless execution of service contracts and optimized customer experiences. His tenure as Deputy for Energy Programs at PathStone was marked by impactful leadership in clean energy initiatives, directly benefiting low- and moderate-income households across the Finger Lakes region. Kevin also played a pivotal role at Rochester Gas and Electric as Manager of Low Income & Advocacy, where he oversaw multimillion-dollar budgets, regulatory compliance, and vital customer assistance programs. Kevin’s commitment to community extends beyond his professional roles. As Vice-Chair of the Rochester City Council Board of Ethics and a founding board member of Hinge Neighbors, he champions ethical governance and neighborhood collaboration. An advocate for continuous learning and sustainability, Kevin holds a Bachelor of Science in Business Administration from Medaille College. He brings unparalleled expertise in performance management, conflict resolution, and customer-focused leadership, making him a catalyst for innovation and positive change in every endeavor.
